According to the Montreal Convention, which entered into force in 2003, the air carrier is obliged to reimburse the cost of the missing lugguge due to its fault. This Convention was signed by all the countries of the European Union, India, Japan, the United States and other countries, and in 2017 it was joined by Russia.
To receive compensation, passengers must contact the airport staff to officially declare the loss and make an inventory of the property. All the documents related to the flight should also be saved until the problem is solved.
